Cat owners must spay or neuter pets older than six months unless they pay $100 for a breeder's license. Violators can be fined $75 per month.

Rhode Island requires that cats be fixed
Carcieri signed a law Friday making Rhode Island the first state in the nation to require cat owners to spay or neuter their pets.

I think it is more of a scare tactic. The law is aimed at those disturbed "cat horders" you always hear about.
I tell you what is a crime, puppy and kitten mills.
Rumford Pet Center has a nasty habit of dealing with these evil enterprises.
