Carcieri signed a law Friday making Rhode Island the first state in the nation to require cat owners to spay or neuter their pets. Cat owners must spay or neuter pets older than six months unless they pay $100 for a breeder's license. Violators can be fined $75 per month.
This is an excellent idea and the rest of the 49 states should follow suit, but (just could not resist) the male feline community responded with the picture...

I think it is more of a scare tactic. The law is aimed at those disturbed "cat horders" you always hear about.
I tell you what is a crime, puppy and kitten mills.
Rumford Pet Center has a nasty habit of dealing with these evil enterprises.
